VILLAGE OF CHOUDRANT

 

ORDINANCE NO. 59                                                           MOTION BY:  JOE R. ASWELL

AN ORDINANCE PERTAINING TO THE ESTABLISHMENT, MEMBERSHIP, AND DUTIES OF THE PLANNING COMMISSION OF THE VILLAGE OF CHOUDRANT, AS AUTHORIZED BY R.S. 33:103 AND OTHER RELATED SECTIONS, AND OTHERWISE PROVIDING WITH RESPECT THERETO.

 

Section 1.  BE IT ORDAINED by the Mayor and Board of Aldermen of the Village of Choudrant, Louisiana, in regular and legal session convened, that the Village of Choudrant hereby adopts the following ordinance to read as follows:

 

ARTICLE A

 

Section 1. Planning Commission Created

There is hereby created a Planning Commission which shall also serve as a Zoning Commission.

 

Section 2. Membership

(a)     The Planning Commission shall consist of five (5) members, all appointed by the mayor, who may remove any member of the commission, after public hearing for inefficiency, neglect of duty or malfeasance.  The first-appointed members of the commission shall hold office for terms of one (1), two (2), three (3), four (4) and five (5) years respectively.  Their successors shall be appointed for a term of five (5) years from and after the expiration of the term of their predecessors in office.  If a vacancy occurs otherwise than by expiration of term, it shall be filled by appointment for the unexpired term.

(b)     All members of the commission shall serve without compensation and shall hold no other public office.

Section 3. Powers and Duties of the Commission

A.      The Planning Commission shall make, adopt, publish, and occasionally revise a Comprehensive Plan for the continued physical development of the Village of Choudrant, considering present and future conditions.

  1. Such plan, with its accompanying maps, plats, charts, and other descriptive matter shall show a commission’s recommendations for the development of the town, including, among other things:

(a)     the general location, character, and extent of public rights-of-way, facilities, utilities, etc.;

(b)     the nature and extent of land use regulations that may be adopted or amended by the town;

(c)     the character, extent, and layout of public housing and of the replanning of blighted districts and slum areas; and

(d)     the character, extent, and layout of subdivisions according to duly adopted subdivision ordinance provisions.

  1. The Planning Commission may promote interest in and understanding of the Comprehensive Plan and may employ such means as is necessary to do so.
  2. As the work of making the whole Comprehensive Plan progresses, the commission may from time to time adopt and publish a part or parts thereof, any such part to cover one or more major sections or divisions of the town or one or more of the functional matters to be included in the plan.
  3. After adoption of such plan, all new or expanded rights-of-way, public and private facilities, utilities, etc. shall be in accordance with such plan.
  4. The Planning Commission may from time to time amend, extend, or add to the Comprehensive plan.

B.       The Planning Commission shall recommend to the appropriate public officials programs for public structures and improvements and for the financing thereof.

C.       The Planning Commission shall also serve as the Zoning Commission for the Village of Choudrant; and, when acting as such, shall hold separate meetings with separate minutes and records.

Section 2.  The above ordinance was read and considered by Sections at a public meeting of the Mayor and Board of Aldermen, in regular session convened, voted on by yea or nay vote, passed and adopted this _____ day of _________, 1999, the final vote being as follows:

NOT VOTING: NONE

ABSENT: Bob Hogan
