
Bill was born in Choudrant and has lived all of his life here. He was educated at Choudrant Elementary, Bethel Christian School and Louisiana Tech, and then married a “Choudrant girl”. He and Debbie are the parents of Josh and Katie.
Bill has worked with the Village in some capacity since 1974, when he was “repairing the many transmissions the old garbage truck ate”. He joined the Choudrant Volunteer Fire Department in 1979 and now serves as Fire Chief. Bill began his service as Mayor in 1991.
In his years as Mayor, Bill has applied for and received nearly $2,500,000 in grants for various village projects, including sewer, water, fire department, streets, drainage, and even the tennis courts. The water system has been rehabilitated, including the piping and fire hydrants, 2 new water wells have been constructed and 2 existing wells were rebuilt, 2 new elevated tanks constructed allowing fire hydrants within 600 ft. of every structure – all done while retaining one of the lowest water rate structures in the area. The Fire Insurance Rating has improved from a Class 8 to a Class 5 with the help of grant funds, thus reducing the fire insurance costs for the homeowners and businesses of Choudrant.
In addition to his already mentioned service to the community, Bill is an ordained minister and volunteers his time working with the youth at First Baptist Church of Choudrant, the church he joined in 1969. He also serves as Chairman of the 911 Communication District of Lincoln Parish. He is also a trained Emergency Medical First Responder, Hazardous Material First Responder, Fire Service Instructor, and has several additional fire and water system certifications.
As for income producing work, Bill worked for Porter Chevrolet from 1979 until 1993 when he went into business for himself. Now he is the owner of Rainmaker, an irrigation system installation company.
When Bill has a spare moment, he enjoys fishing and duck hunting on the Ouachita River.
Bill has a vision for the community he so dearly loves. “I’d love to see this community be the ultimate residential community that offers everything we need – restaurants, shopping, recreation – just a wonderful place to live.”
